Bulgaria Adoption Program
Bulgaria is a country in southeastern Europe bordered by Romania, Macedonia, Turkey, Serbia, Greece and the Black Sea. Bulgaria was considered part of the Ottoman empire until 1878 when it earned its independence. Post World War II, Bulgaria came under Soviet influence and was considered a communist republic until 1990.
Since the end of communism, Bulgaria has changed rapidly, although many Bulgarians still struggle economically and the democracy is still fragile.
Due to changes in how the Bulgarian government processes adoptions, numbers dropped steadily between 119 Bulgarian children adopted by American parents in 2004, to 40 in 2010. In the last two years, there have been many positive changes in Bulgarian leadership and their support for international adoptions.
Currently there are 2600 children living in institutional care in Bulgaria. Bulgaria is a part of the Hague Convention. The children available for adoption from Romania are of a diverse and beautiful ethnic background, including Turkish, Roma (Gypsy), Armenian and others.

IAN can offer adoptions from different countries and locations. Different laws and regulations apply to each. Please select the country you are interested in from the right for additional information.
IAN will help guide you through the adoption process from beginning to end. With each step, we will direct you in completing a successful adoption to ultimately unite you and your child as a family!
IAN is here to help families with their adoption process from beginning to end. Here you will find information you may find useful in helping you with your adoption process, as well as tools to communicate with other IAN Families.
